I would like to add some significant weight in one months time, I can only make it to the gym on mondays and wednesdays
Whats a good workout routine/diet for adding bulk to my chest and arms? ( i can only go to gym on mon and wed)

so work mostly on your arms and for as long as you can. Limit your rest time between sets.
Best thing though, get yourself a set of dumbbells and barbell and work at home too.
